Disciplining Children and the Internet: Is it Even Possible???

How do you go about the task of trying to parent a child when they are caught doing something they are not supposed to, when technology is at their disposal so much so, that is it is contributing to the problem and not not helping it. For example: Cell phones and tests in school, what about children having laptops, and posting the answers to questions on blogs to tests for themselves to read during exam time???? How do you regulate something that is good for them, but so good it ends up being the reason for their demise. How do you begin to stop or prevent something that is becoming embeded in the daily lives of our youth. So much so that everyday functions rely on technology to properly operate. Is there ways to discipline youth on the internet, or with their cell phone use??? How can you enforce rules and boundaries when the web is all about being boundless, and even more important, how can we prevent our kids from falling off of a boundless edge, with no safety cords to break the fall????????
